We organise a stationary traffic service for the city of Brno, especially the management of cash and payment machines for paying parking charges. We operate two of our own parking houses: PINKI PARK in Kopečná Street and DOMINI PARK in Panenská Street. We are building another parking house in the centre of the city. We share in checking payment discipline, including repressive activity, together with Brno City Police.

Residential parking

It began with a general plan

The city of Brno established Brněnské komunikace a.s. as its own service organisation addressing traffic problems. Our position in the sphere of parking was enhanced considerably in 2011, when Brno’s city management authorised us to act as the organiser of stationary traffic.

The fundamental milestone for a change in the philosophy of parking in Brno was to draw up a general stationary traffic plan. We were authorised to draw up this plan in 2012. After being discussed and all remarks incorporated, the analytical and draft part of the general plan was approved by the collective bodies of Brno’s management.

The analytical part outlines in detail the need for parking capacities and their offer. The city divided the general plan into micro zones. Each one was carefully examined and described in order to determine the shortfall in individual streets.

The draft part contains a guideline of how to deal with this shortfall and proposed a new philosophy of regulating stationary traffic.

Methods of how to regulate traffic were proposed for a typology of various districts of the city. The solution method differs by the nature of the development (i.e. depending on the density of the housing and amenities – shops, services, culture, schools, etc.). The draft part was completed and approved in 2014.

Preference given to Brno residents

When creating this fundamental document, the city’s management decided people permanently residing in Brno must be given preference. Thus a residential parking plan was chosen on condition that input by the city districts into the system is provided on a voluntary basis.

In practice, this means that the city will be divided into parking zones in which people living in the given zone will have a greater chance of parking a vehicle there. Other drivers will be able to use the zone after paying a parking charge. This will differ by whether a person commutes to the zone regularly (to work) or randomly (as a visitor, customer and the like). Various zone timetabling was proposed for different city districts so the residents are satisfied to the greatest possible extent.

Of course if the city will want to regulate parking, it must determine strict rules for where and who can and cannot park. Thus, the council halls of the individual city districts were made acquainted with the proposed solution and were asked to provide an opinion on input into the system. In those city districts which were in favour of the introduction of parking regulation with preference given to local residents there have been changes to traffic signs so the residential system can be put in place. This is a lengthy process when all traffic aspects are assessed (for example this is resulting in the creation of zones with a maximum speed limit of 30 km/h, where cyclists can normally ride in the opposite direction on a one-way street). Historical centre as a separate chapter

An exception to the system is the historical centre of the city of Brno. This district is overburdened by stationary traffic as demand for parking exceeds supply. The system and amount of issued permits for various groups of parking vehicles in the historical centre is substantially ineffective in connection with control directly in the field.

A totally different parking regulation system has been proposed for the historical centre. This involves such a small district with a limited number of drive-ins that it is possible to introduce technology that can distinguish each vehicle that enters the zone and memorise its registration plate. It will issue a bill with the parking charge amount, depending on its permit, at the exit from the historical centre.
